Palestinian President Mahmoud Abbas moved quickly to cement his rule in the West Bank on Friday, after losing control in Gaza in a swift five-day Hamas assault on his forces. He replaced the Hamas prime minster, Ismail Haniyeh, with Finance Minister Salam Fayyad, an internationally respected economist, and a new government was to be formed later in the day. Hamas, overwhelmingly elected in a 2006 parliament vote, denounced Abbas' decisions as a coup. Arab League chief Amr Moussa has called for a cease-fire, warning of disaster otherwise, and the League's foreign ministers began gathering late on Friday for crisis talks on the Palestinian split, with Moussa holding separate meetings with foreign ministers. At the League gathering in Cairo, al-Faisal asked in dismay whether the Palestinians had forgotten their commitment from Mecca earlier this year to "unite and never to fight." Speaking to reporters, al-Faisal said: "We cannot believe and accept that Palestinian weapons are used against Palestinians at this time."
